At COP19 in Warsaw, the Global Greens call on governments to:
- Set a strong foundation for agreement on an ambitious legally binding post-2020 climate agreement and require countries to table their post-2020 targets in 2014, not 2015
- Do more to reduce emissions before 2020 so that the world has a chance of limiting global warming to less than 2°C*** above pre-industrial levels
- Scale up climate finance to the $US100 billion annually promised in Copenhagen, starting from 2013
The 19th conference of parties to the UN Convention on Climate Change in Warsaw comes at the end of a black year for the world’s climate. Atmospheric CO2 concentrations hit 400 ppm in May and in September the world’s scientists, through the Intergovernmental Panel on Climate Change, reported that human influence is extremely likely to be the dominant cause of global warming.
The Global Greens call for governments in Warsaw to meet the challenge of the climate crisis and move quickly to create safe climate economies that are socially just, don’t rely on fossil fuel use and allow humanity to live within the Earth’s ecological limits.
We call for COP19 in Warsaw to design an ambitious and equitable post-2020 climate agreement, limiting global warming to no more than 1.5°C above pre-industrial levels and with emissions peaking before 2020.
To give the best chance of success in reaching such an agreement by the December 2015 deadline, governments should table their post-2020 targets in 2014.
Following Warsaw, the Global Greens see the Leaders’ Summit to be convened by UN Secretary-General Ban Ki-Moon in September 2014 and the G20 Leaders’ meeting in Brisbane Australia in November 2014 as important opportunities to help broker a new global agreement.
The Global Greens call on Australia, as incoming G20 president in December 2013, to make climate change a priority for its G20 agenda, including by meeting previous G20 commitments to phase out fossil fuel subsidies and by tackling climate financing.
Consistent with the Dakar 2013 Resolution on Climate Change and Energy, the Global Greens reaffirm priorities for mitigation and adaptation including:
- promoting renewable energy in all nations, including for the 2 billion people who need access to modern energy services in order to rise out of poverty
- phasing out fossil fuel subsidies and the nuclear fuel chain, and banning new unconventional fossil fuel projects;
- ending deforestation and degradation of natural forests by 2020 because protection and restoration of the world’s natural forests and ecosystems, including ocean ecosystems, is critical to avoid dangerous climate change as well as conserve biodiversity;
- ensuring the world urgently meets its climate financing pledges and the developed world recognizes its responsibility to contribute substantially to funding climate change mitigation and adaptation measures in the developing world.
The Global Greens give their respect and support to those courageous activists fighting peacefully for climate action, in particular the Arctic 30, arrested by Russia while protesting against oil drilling in the Arctic, and Jonathan Moylan charged after highlighting the role of the ANZ Bank in coal mining in Australia.
Greens globally are committed to continue working inside and outside parliament for urgent action on climate change, both directly and through the UN system.
