COP19 Statement by ECOXIA International /Green Institute for Sustainable Society and Economy

Preamble

IPCC’s 5th Assessment Report, published in September 2013, confirmed that impacts of climate change was expanding by increasing amount of carbon emissions, and calculated that the average world temperature will be increased up to 3.7 Centigrade by the end of this millennium.

In this year 2013 only, there occurred destructive damage of natural disasters such as wide-ranged river flood along Danube River between Germany and Czech Republic in summer, huge typhoons and serious damage in Philippines, Mexico and some other countries in South Asia in autumn, and also damage by huge tornado in Oklahoma, USA in May —-these natural catastrophes are no doubt clear evidence that influence by global warming is more and more seriously expanding and accelerating all over the planet.

Therefore, we expect strongly that the 19th Conference of Parties to the UN Convention on Climate Change (COP19) in Warsaw shall be a chance of a fruitful negotiation process in order to tackle with climate disasters everywhere and stop accelerating natural catastrophe caused by global warming.

Our Proposal is,

    • Call for COP19 in Warsaw to design an ambitious and equitable post-2020 climate agreement, limiting global warming to no more than 1.5°C above pre-industrial levels and with emissions peaking before 2020. To give the best chance of success in reaching such an agreement by 2015, governments should table their post-2020 targets by the next UN Conference for Climate Change (COP20) in 2014.
    • For effective emission reduction targeting, all nations should not depend on market mechanism such as CDM or emission trading system. Largest greenhouse gas producers such as USA, Japan, Russia and Canada should be forced to burden more strict and binding target without depending on nuclear energy or any market mechanism. Other large emission producers including China, India, and other nations from developing world such as Brazil, Indonesia, South Africa, Korea and Saudi Arabia shall be burdened appropriate and effective emission reduction target.
    • Call for all developed nations to help actively implement AOSIS proposal for focus on renewable energy and energy reduction. Also crucial and effective point is to introduce complementary measures in parallel to setting up an ambitious and rigid reduction targets of each participating nation, where every member country of UNFCCC should make consensus on radical phase-out of subsidies for fossil fuels and of new projects such as shale-gas fracking.
    • Request all participating nations to possibly make an agreement on reduction of HFC (hydro fluorocarbon) as one of the significant resources of greenhouse gases as well as reduction of carbon emissions from aircraft and ships.
    • Demand that participating nations should make an effort to establish an international mechanism to cope with “loss and damage” by climate disasters and also determine the amount of urgent financial aid for affected developing countries by 2014.
    • Call for COP19 to promote concrete policy for REDD-plus (Reduced Emissions from Deforestation and forest Degradation) based on just and transparent process, including NFMS (National Forest Monitoring System), NSIS (National Safeguard Information System), MRV (Measurement, Reporting and Verification) and Drivers of Forest Deforestation and Degradation.
